A base can include day trips, so visiting four bases doesn't mean seeing only four places. Staying three or four nights in each base usually produces more usable time than moving every other day.
Add a city only when it contributes something distinct and the connection is proportionate. If the transfer consumes most of a day, it should earn its place in the route.
